Actually no! You can use policy RULE ... SET POOL 'x' REPLICATE(2) to set the replication factor when a file is created. Use mmchattr or mmapplypolicy to change the replication factor after creation. You specify the maximum data replication factor when you create the file system (1,2,3), but any given file can have replication factor set to 1 or 2 or 3.
