To maybe clarify a few points: There are three quotas: user, group and fileset. User and group quota can be applied on the fileset level or the file system level.
 
Samba with the vfs_gpfs module, only queries the user and group quotas on the requested path. If the fileset quota should also be applied to the reported free space, that has to be done through the --filesetdf parameter. We had the fileset quota query from Samba in the past, but that was a very problematic codepath, and it was removed as --filesetdf is the more reliabel way to achieve the same result.
 
So another part of the question is which quotas should be applied to the reported free space.

It is irrelevant to Samba, this is or should be handled in vfs_gpfs as
