Ludovic's system locale is French. GPGMail.mailbundle 1.3.2 Package
contents includes the required French.lproj. A casual look at
GPG.strings shows a minor grammatical error that should *not* affect its
performance (e.g. "Exécution de gpg interrompu manuellement" should be
"Exécution de gpg interrompue manuellement")

From "ludo-debug.log:
-----------------------------
/Users/ludo/Library/Mail/Bundles (deÃÅsactiveÃÅ ):
total 0
drwxr-xr-x@ 4 lme ludo 136 30 dÈc 2008 GPGMail1.2.0.mailbundle
drwxr-xr-x 3 lme admin 102 26 jui 2005 Mail Attachments
Iconizer.mailbundle
----------------------------

/Users/ludo/Library/Mail/Bundles (désactivé = disabled) contains:
GPGMail1.2.0.mailbundle, and "Iconizer.mailbundle.

Although those two bundles are stored in the /Bundles (disabled) folder,
I remember having read users' reports that those purportedly disabled
bundles might still be active, and thus interfere with
GPGMail.mail.mailbundle 1.3.2.

I would suggest to:
- quit Mail.app if it is running.
- empty and trash the contents of /Bundles (désactivé), and to be sure
that /Users/ludo/Library/Mail/Bundles contains *only* version 1.3.2
- say a prayer to the Software Elves, and relaunch Mail.app

Just a thought.
Charly
