I have finally gotten to fix this by adding a "Never download" button to the
episode selector dialog. I think this is less confusing for the normal user
than a three-radio-button column. Also, you can selectively (and in multiple
stages) remove episodes from the "new" list.
I think this is quite intuitive. Please test! It's in the gPodder Git master
