dileep, i would assume that the poorer sections would be more prone to torture without an effective criminal(and hence, crime)-handling system.. for instance, in the absence of crime control (which would be the end result if we dont have jails and punishments), i would guess that the women of the poor would be the first targets of the anti-social elements.. i dont see any reason as to why the middle class is more benefited by crime-control as compared to the other classes.. i was of the thought that an effective crime-stopper/control mechanism is indicative of a progressive society.. else, we would all move to the "kayyookkullavan kaaryakkaaran" kinda scenario..
