Different sections enjoy subsidies/ stipends  from Government
in education, agriculture, welfare etc. But only in case of Dalit students
is it viewed as not the right but a 'concession'. No other beneficairies are
identified on the basis of it.  My point was, what  defines a 'beneficiary'.

If a Dalit student have to prove her 'moral standards' posthumously to
be entitled for a fair enquiry, isn't it quite obvious who are included in
the potential beneficiaries of Governement' s schemes? There is no provision
to include sex workers, single women etc.

Those who demanded 'virginity test' were saying that Rajani. S. Ananad
deserve no state protection if she is not a 'decent Dalit' and 'good girl'.
The problem with Feminist campaigns in Kerala is that they are also sharing
[ not critiquing] this rightist moralistic language . So most often they
waste  enormous emount of energy in 'proving' their credentials
as not 'Kudumbam kalakkikal', etc. So, by defenition, they shy away from
taking up issues like Chitralekha and Rajani S Anand. As per the consensus
in Kerala, only those women in decent families [ under the control of
chivalrous men] deserve rights.
