Speaking at an interaction programme organised in the capital, Dr Mahat, who is a second-rung NC leader, said that the recent spate of meetings between the leaders of three main parties - UCPN (M), NC and CPN-UML - is to resume the House proceedings which remains obstructed due to Maoists insistence on what they call civilian supremacy. It should not be viewed as a game to form a new government, he said. Mahat also said that Maoists are just using Koirala as a pawn to get back into power, just like the way they used the king in the past. Koirala had reportedly held secret talks with Maoist chairman Pushpa Kamal Dahal at former chief secretary Lokman Singh Karki's residence in Baneshwar on Sunday. Although much details of the meeting was not known, but it is learnt that the two leaders chiefly discussed changing the present coalition. At the meeting, Maoist supremo Dahal proposed Koirala to become the Prime Minister again, it is understood. NC leaders have criticised Koirala for attending the function held at the house of a person who got the top bureaucratic job through royal decree during king Gyanendra led royal regime and who was accused by the high-level judicial probe commission headed by former Supreme Court Justice Krishna Jung Rayamajhi of suppressing peaceful protests during the second people's movement. Koirala had skipped most meetings of the party on Sunday citing health reasons. Meanwhile, chief whip of UCPN (Maoist) parliamentary party Post Bahadur Bogati, who was also talking at the same programme held at Reporters' Club, said that the party has taken serious exception to party Chairman Dahal's meeting with former chief secretary Karki, who is considered to be a staunch royalist. "It has come to our knowledge that Girija Prasad Koirala and Prachanda (Pushpa Kamal Dahal) held a meeting at Karki's house yesterday. We will take up the matter very seriously in our party meeting," he said. Speaking at a programme organised at the Unified CPN (Maoist) headquarters, Koteshwor, Dahal said the meeting with the NC president was concentrated on finding a solution to the current political impasse by addressing the issues concerning the President's move and that the 'rumours' that he offered support to Koirala as the next Prime Minister were baseless. Dahal salso aid his party was firm in its stance that a national government should be formed under the Maoist leadership. Despite the messy national politics the peace process and the task of constitution-drafting would be completed on time, Dahal added. Quoting sources, some news reports said Dahal offered the post of Prime Minister to the NC president. Leaders of NC and other ruling allies have reacted sharply to the secret meeting held at Karki's house as well as the Maoist 'offer' to Koirala. There was no formal information as to what transpired between the two leaders, but sources said they agreed to finalise the draft of consensus among the three major parties and resolve the deadlock at the earliest. The meeting held at the residence of Maoist leader Hisila Yami's sister Kayo Devi Yami at Koteshwor lasted for about half an hour. The meeting was the latest in the series of high-level political parleys over the past few days, aimed at finding a way out of the impasse. On Sunday evening, Maoist chairman Dahal and Nepali Congress president Girija Prasad Koirala held a secret meeting at the residence of former chief secretary and royal aide Lokman Singh Karki. Earlier, the leaders had gathered at the separate tea reception organised by Nepali Congress and UML. On both occasions the top leaders expressed hope for early political breakthrough. The Unified CPN (Maoist), which describes the Nepal-led coalition cabinet as a 'puppet government', has rejected the draft of the joint proposal prepared by NC and UML, saying the proposal must mention the President's veto against the erstwhile government's decision to sack the then army chief was an unconstitutional step. Leaders of different parties including Prime Minister and UML leader Madhav Kumar Nepal, Maoist chairman Pushpa Kamal Dahal, Nepali Congress president Girija Prasad Koirala attended the tea party held at UML central office, Balkhu. Invitees at the function included heads of foreign diplomatic missions, representatives of Nepal-based international agencies, imminent figures of the civil society and artists. The UML had also invited President Dr Ram Baran Yadav to the reception, but he expressed his inability to participate, saying it would not be possible for him to attend functions organised by the parties. Meanwhile, top leaders of the big parties have expressed hope that the political deadlock would be resolved before Tihar. Talking to reporters during UML's tea reception Sunday afternoon, chiefs of the Unified CPN (Maoist), Nepali Congress and CPN (UML) said they were hopeful of a breakthrough, ending the deadlock in the parliament, before the Dashain recess is over. Nepali Congress president Koirala said the meeting of the top leaders from the three parties will sort out the problems. He underlined the need to form a high level political mechanism to find a solution to the problem. Maoist chairman Dahal and UML chairman Khanal gave their consent to Koirala's proposal. Dahal said agreement has already been reached on such a mechanism, but the implementation part has been lacking.
