House to convene at 2 pmWednesday, 21 July 2010 12:19 The meeting of the legislature-parliament, which is to elect the new prime minister, has been deferred by three hours, till 2 pm. The Business Advisory Committee of the House deferred the sitting at the request of the CPN (UML) whose chairman Jhala Nath Khanal is the prime ministerial race. UML lawmakers requested the committee to defer the sitting as their leaders remained busy in meetings with leaders of various parties in an attempt to garner support to Khanal. The UML has said Khanal will withdraw his candidacy if he failed to garner two-third majority. A meeting of the party office-bearers held at party headquarters Parisdanda, Koteshwar this morning decided to support Khanal if UML can secure a two-third majority at the parliament. Maoist headquarters has written a letter to the UML informing the latter of its decision and urging the UML to secure a two-thirds majority at the parliament. Maoists agreed to support UML after the latter requested them in writing to help them secure a two-thirds majority. UML leader Yogesh Bhattarai had reached Maoist headquarters in Parisdanda with the UML letter while the Maoist meeting was underway, following which the Maoists replied in affirmative. The nomination of Maoist candidate for the post of PM Pushpa Kamal Dahal will be automatically withdrawn if UML can secure a two-thirds majority, the Maoists have written in their letter to the UML. The Maoists have also said, it will go ahead with the motion to elect Pushpa Kamal Dahal as Prime Minister if UML fails to secure two-thirds majority till the time of voting. With Maoist support, UML will have 346 seats in the parliament, 56 seats short of a two-thirds majority. Whether UML can secure a two-thirds majority or not remains to be seen. The Madhes-based parties play a critical role in forming the equation with a two-thirds majority. The Madhes-based parties, which have presented themselves as an alliance for the new government so far, have not officially decided anything so far. Khanal can still secure a two-thirds majority if at least one large Madhes-based party and other fringe parties support him. Among other Madhes-based parties, Madhesi Janadhikar Forum (MJF) led by Upendra Yadav has 25 seats, its breakaway faction MJF-Loktantrik (MJF-L) has 28 seats, Terai Madhes Loktantrik Party has 25 seats in the parliament. Some of the fringe parties like Nepal Janata Dal (NJD) and Nepal Sadbhawana Party (NSP) have reportedly committed support to the Khanal-led government. NJD and NSP have two seats in the parliament each. Without support from one of the large Mades-based parties a two-thirds majority is not possible. MJF-led by Upendra Yadav, which was an ally of the Maoists in the past, is the only party among large Madhes-based parties likely to support the Khanal for the post of PM. Nepal Workers and Peasants Party (NWPP) has presented a fifteen-point demand saying whichever candidate commits to fulfill them will get its vote. It has five seats in the parliament. It has been learnt that Madhesi Janadhikar Forum-led by Upendra Yadav has also extended his party's support to Khanal. Other fringe communits parties CPN-Sanyukta, CPN-ML and CPN-Ekikrit, and the Nepal Sadhbhawana Party have also decided to back Khanal in the prime minister's election scheduled for today. According to the UML sources, the party is very close to garnering support from 401 lawmakers. Meanwhile, putting forth 15 points as condition, Nepal Majdoor Kisan Party today decided to support the candidate who meets them. The points include the constitution of new cabinet with not more than 25 members, land reforms, control of deforestation and provision of fertiliser to the farmers, among others.
