Indian envoy Rae calls on Oli - Ekantipur Report KATHMANDU, JUL 12 - ***CPN-UML Chairman KP Sharma Oli has said that Nepali people would get the new constitution within the first week of August by garnering maximum support of the Constituent Assembly (CA) parties.*** [Emphasis added.] In a meeting with Indian Ambassador to Nepal Ranjit Rae on Monday, UML leader, who is also a parliamentary party leader of the party, said promulgation of the new constitution would not be obstructed just because of objection from a section of political parties. “The 16-point agreement has paved way for promulgating the new constitution. We are making our long-cherished dream a success and it will not be obstructed under any pretexts this time," said Oli's aide Ramesh Acharya, quoting him as saying at the meeting. Envoy Rae had met UML Chief at the UML Parliamentary Party's Office two days before his India visit and enquired about progress made in the constitution writing process and the latest political developments emerged after signing the 16-point agreement among major political parties. During the 'Political Training and National Labour Campaigners' Honour' organised by All Nepal National Independent Students Union (ANNISU) here, UCPN (Maoist) Chairman Pushpa Kamal Dahal and senior leader Baburam Bhattarai indulged in recrimination. On the occasion, UCPN (Maoist) Chair Dahal warned the party could face dissolution if the unforeseen transformation of the party towards a bourgeoisie character continued. "The trend of factionalism has been seen inside the party, there are factions behind every leader; there are eight parallel committees in a single district and this is not a communist character; it is bourgeoisie character." In an apparent indication towards leader Bhattarai, the UCPN (Maoist) Chairman said that there had been talks of social revolution and formation of a new party while it is being implemented in attitude by formation of parallel committees. "We have a single voice on the course of action and working policy, the 16-point agreement was also fine and the viewpoints are one, but why are we seeing different factions in behaviour?" Dahal wondered. He said the leaders of different level must accept the responsibility of their mistakes as per their status and added that the second and third rung leaders must accept responsibility as per their status. At the programme, UCPN (Maoist) senior leader Bhattarai said the party's dissolution were unavoidable if it continued to remain in the current condition and called for formation of parties in line with the emerging scenario. "The party cannot be saved only with an accord between Prachanda and Baburam, in status quo party's destruction is inevitable," Bhattarai said. Pressure necessary for federalism with demarcated borders At the programme, UCPN (Maoist) Chairman Dahal urged the students to launch a pressure campaign for federalism with demarcation of borders. He said the pressure from grassroots level would help finalise the issue after it reaches the Dialogue Committee. Leader Bhattarai also echoed the view calling for creation of pressure for a constitution with a final say on demarcation of the federal provincial borders. Meanwhile, UCPN (Maoist) leader Narayankaji Shrestha stressed the need for correction in the draft constitution claiming that it was brought by overshooting the 16-point agreement. The programme also saw students involved in the ANNISU (Revolutionary) launched National Labour Campaign being felicitated.
