My mistake on the timeline. I'm still learning about the various Linux
distros.
To make a mostly fresh start, I cleaned out all LaTeX distributions from
my Ubuntu machine using the instructions found here:

I then reinstalled TeXLive2013 from the CD iso (which I'd downloaded to
fix a problem left by the network installer on Windows). In running
this installer I opened the options and had the installer place the
symlinks for executables. I imagine this would work just as well from
the network installer. I used the CD iso because I already had it and
using it saved me considerable time.
That done I checked out a copy of the svn, and rebuilt gregorio from
scratch (i.e. not using the debian tools).
With all that done, everything worked perfectly and I was able to get
the engines working in TeXworks (which turned out to be trivial).
Now if Windows would just cooperate I could get greg-lily-book working
over there.
