I think what Élie is trying to avoid is creating a new font which is largely identical to an existing font with just a few glyphs changed. If we start introducing whole new fonts for simple changes to a handful of glyphs, then we can rapidly get a huge number of fonts which are mostly identical. This is what the glyph substitution commands are supposed to be for.
Now, if you wanted to create a new font which used one of the existing fonts as a fall back for shapes you hadn't yet redesigned, I don't think that would be an issue.
