Side comment:

I fixed two problems in the tool in the past day or two.  It appears that 
3561<->209 integration is happening and another was related to Comcast which 
has been corrected.

I certainly support the premise presented int his draft and that this is a 
significant issue.  The IETF network was subject to a problem like this for 
Atlanta…
