Hmmm you have 18 octets to play with ... I can think of at least two easy
ways to encode IPv6 prefix there to be used as policy parameter.

Even with one octet still being free to mean special policy function.

Of course as indicated in RFC7948 in number of cases ORF could be used too
in place of community based policies.
