Actually, using xibs lets us diff and (sometimes) merge them. Nibs are
not diffable or mergeable at all. Thus, xibs are a huge win for those
of us who are developing.
There is an option we can use to make localizable builds:

I'm going to explore how easy it is to get from that to a zip file
full of localization builds. Maybe we can get a few localization
changes in before 1.2.
