The current icon doesn't reflect the modern Mac style guidelines well from a designer point of view. I changed the icon to this on my own personal system by editing the preference bundle. The icon looks fine in the preference pane if setup correctly.
I don't see how changing the branding isn't a simple task. In the preference bundle there is 3 icon files and also the preference pane 32px image. I did this on my system in less than 5 minutes. As for other parts of Growl you would just need to change the icon on the web site and other minor places.
