That is the most likely cause of the problem you're seeing: You have two 
versions installed, and the version you're running is the older version.

There are two Library/PreferencePanes folders for third-party preference panes: 
One in the Home folder, the other at the top level of the startup disk. You 
should find 1.1.6 in one of these and an older version in the other. Run the 
1.2 uninstaller to clear both out, then run the 1.1.6 installer to install 
1.1.6 to the correct place.

Or just download the 1.2 disk image again from the Growl website.

You do need the disk image specifically. The prefpane does not contain the 
uninstaller.
