I think if there's no pref in ~, it'll look in /. That'd be easy to test.

What preferences do you need to enforce upon all of your users?

The prior complaints about Growl being installed
(perhaps without option or warning) along with other
apps (CS5 in that case), got me to thinking about
how I might want to handle it if I wanted to deploy
Growl on a large scale.

One thing I think I'd want would be to be able to
set up some default preferences (in /Network/Library/Preferences
or /Library/Preferences - basically by copying my own to
there and making them read-only), which would in effect
be used to initialize the user's preferences. That way,
I could try to set everything up to be as much helpful and
as little disruptive (i.e. not making my phone ring) as
possible.

Can that be done now? (I haven't looked at the code, let
alone into the detailed description of the API functions for
manipulating preferences, so I don't know if that sort of
behavior might be automatic) Or if not, would it be a
reasonable request for a future addition?

Anything else that might be handy for mass deployment?
Like an installation option to go into /Network/Library rather
than /Library for the rest of it?

Seems to me that if there were good enough support for mass
deployment, application developers might be more willing to
leave it up to those installing their applications whether
and how to install Growl.
