I think if there's no pref in ~, it'll look in /. That'd be easy to
test.
What preferences do you need to enforce upon all of your users?

Seems to me that if there were good enough support for mass
deployment, application developers might be more willing to
leave it up to those installing their applications whether
and how to install Growl.
