Assuming the preference manifest mechanism in and of itself requires no code changes for existing preferences, but only the creation of the preference manifest file, that sounds like the way to go, and like it would handle everything but the whitelist (or perhaps whitelist/blacklist alternative), which I suppose would require new code, too.
