Well, first, I don't manage multiple Macs, so it's somewhat hypothetical.

Second, I personally wouldn't want to _enforce_, merely be able to
provide initial values for (all) the preferences (for
GrowlHelperApp, and perhaps for GrowlMail as well, although I do
understand that's a separate issue and possibly more difficult).

However, I can imagine that some sites might want to be able to
lock down certain preferences to particular settings, _especially_
those on the network preference tab.  This is analogous to how
some sites might lock down proxy and security related settings
for Internet Explorer on Windows (which appears to me to be possible,
at least to some degree; at any rate, I've used it on some systems
where certain settings either couldn't be changed or had no effect).

So I could imagine that fully satisfying expectations in the widest
range of large-scale deployment situations might call for being able
to provide either initial _or_ locked values for any preference (aside
perhaps from the applications tab, which I gather depends on what
applications have registered themselves with Growl).  I certainly
have seen requests to deploy other software in a tailored fashion
before now, so I suspect that if such capabilities were available and
known, they'd be used.

The other desirable capability might be to be able to install a single
copy with the components in appropriate places under /Network (although
those files that were per-user would remain where they are).

Tailored initial experience, the option of applying policy control
over anything offering or consuming network services, and network
deployment; those all come up reasonably often in large-scale deployment.
