ok strange. I have it working now, but who knows why. Here is what I did.
- I used a tool called unpkg to just extract the clean prefpane file out of the installer. - I removed the old prefpane by right clicking it from within System prefs. - I double clicked on the extracted prefPane, which asked me if I want to install it. I chose for all users and confirmed. - It installed but crashed the system prefs in the process somehow. (I sent the report to Apple, but forgot to save it). Actually sitting here now I am not sure if it crashed when I installed it or removed it again. - After that I ran the normal Growl installer and now its working perfectly. I can uninstall and reinstall at will with no error. Conclusion: Somehow installing the prefPane manually must have flushed something out that is now not getting in the way. I really don't have any other explanation. I wish I had the saved system prefs crash log, but its gone, unless its here on my system somewhere.
