For outlook you will need a script. Which version of Outlook are you using?
I have 2011 and the script I'm using from Matt Gemmell seems to be working
great.

On Dropbox you likely need the forum build. Please contact Dropbox to find
out which version you need in order to work with Growl 1.3, or look on their
forums first if you would prefer.

I'm not sure on VLC, but check to make sure it's not this issue:
