The correct way, currently, is to uninstall 1.2.2 and then install 1.3.

It shouldn't matter, but does currently because of an issue that the developers 
are looking into.

Check Activity Monitor. If you see “GrowlHelperApp”, you are running Growl 
1.2.x. If you see “Growl”, you are running 1.3.

Which applications are showing up in the list but not able to get notifications
