GrowlMail 1.3.2 includes the new Growl 1.3 framework, which includes its own built in notifier, when Growl is not running, it defaults over to using the built in notifier. If Growl is merely paused, these notes will go nowhere (note that the rollup has some issues with paused, and they are being fixed/improved in 1.3.1 as well).
