Growl is now a .app that lives in your /Applications folder (by default). It is no longer in system preferences, so you won't find it there unless you still have an older version installed.
If you can't see growl.app in applications folder, check in launchpad.app. if it's in launchpad but won't start, click and hold til they shake and hit x to remove, then you should be able to re-download from the app store.
