I "think" I'm having the same issue. Bought/downloaded/installed 1.3 today and uninstalled 1.2.x. But now there is no Growl icon, no Growl in System Preferences and (the ultimate test) NO Growl notifications showing up. Frustrating. And there doesn't appear to be a way in the App Store to install it again.
