That is very odd. The toolbar is now showing, but still no toolbar items (note that the height of the toolbar is greater than just a title bar). So indeed, the fix for showing the toolbar "worked", however, it still hasn't prevented there from being some issue. Have you tried deleting the com.Growl.GrowlHelperApp.plist and its .lockfile in ~/Library/Preferences since upgrading? It could be that some toolbar state got saved out inadvertently (We don't explicitly save state out anywhere to my knowledge, but weirder things have happened).
