I'm seeing the same thing. Also very strange: the first time I use the "Open Growl Preferences..." menu item after launching Growl.app nothing opens. Other windows deactivate, but there's no Growl window. After that, the menu item opens a prefs screen with no buttons in the title bar (i.e. just the on/off screen) and that's also what I get from selecting any of the menu items for recent events.
