One thing that gets most people, Dropbox will not Growl if you make changes locally. It will only Growl if changes are made on another machine and or the web site. When I check my config etc. I always have a browser open and delete a simple txt file. Then wait for the sync and the Growl message.
Could this be your issue ? I hate to be taking up Growl forum/group stuff with Dropbox related material. If you are still having issues we could more than easily take care of this at the Dropbox forums.
