It wouldn't. What this person is attempting to do is create a DDoS
(Distributed Denial of Service) tool. Basically, take every query that is
received by a given node, and reply to it showing a matching file on the
machine that attacker wishes to DoS. The idea is that some of the querying
nodes will attempt to retrieve the file, just generating tons of network
traffic for the attacked machine.
There was a recent Slashdot article linking to an article that discussed
using P2P networks such as Gnutella to accomplish this type of attack.
Needless to say, I would recommend against giving this individual any
assistance.
