Something else.  A headlight modulator causes the headlight (high or low
beam, depending on the set up) to modulate, or flicker at 4 cps...it is
HIGHLY attention getting, and reduces the number of idiots out there in
on-coming traffic who might be able to say "well, gee, officer, I didn't see
'em!"
