One thing that occurs to me is the similar statistics often quoted in boat
deaths. They may be on the rise, but were they on a steady decline to a point
of being at an all time low? Is it the whole story? If the percentages are
remaining constant, is there a problem. Further, it is illegal to drink and
drive. Lets enforce the laws we have before making new ones.
