If your willing to mess around with your registry network settings you might
be able to get you ping down to the mid 250's. A few of my friends have
benefited from these tweaks. I myself have improved the throughput on my
broadband connection using these. See the link below:

It may take a while to find settings that get good performance, but it's
worth a shot. A buddy of mine in NYC got his pings in 190 - 220 range after
tweaking.
