Got a friend who sold a bike, didn't do the release of liability, the guy
who bought it (and never registered it) sold it again to some noname who
proceded to NOT register it either and got plenty of tickets on it (parking
etc).

Now the last registered (original) owner get a notice for $300 in the mail
and is pissed but it appears that he can do nothing about it. The guy who
bought it from him is unwilling to absorb the $300 obviously.

What can be done?

DMV supposedly rejected an "old copy" of the release of liability saying
that he could've written it anytime (true), although the original could've
gotten lost in the mail.

Any ideas of what he can do to not have to pay the $300 in fines on a bike
he hasn't had for years?

This is in California if that matters.
