Kev, there are no goverment stadards regulating the content/frequency of fiber optic cables yet (or probably ever). Since it is a closed network, one cannot read the signals unless physically connected, unlike radio frequency. There are some interoperability standards though... There are some OSHA standards for working with lasers used to generate the signals used for lightwave communications, mostly in the area of eye protection.
When I have more time, I will tell you about the Super Fly Killer, using a laser as the weapon and an infrared tracking/aiming device. Worlds most expensive fly swatter !!
