It was my understanding that that sort of law is on the books for all
states. It is there to handle a stoplight failure. Now, I have not
personally verified it.

I usually don't have much trouble with stop lights. As I slow down,
approaching the stop line, I line the bike over the sensor wire and weave
back and forth a bit.

Magnetic induction works when the field is broken, so the extra movement
seems to do a decent job. I come to rest right over the sensor wire. If it
still won't trigger, I put down either the side stand or the center stand.
If it still won't trigger (there's one near my house that won't), I run it.

In my 10 years, this has not yet been a problem.
