David Short term fix is the same as long term fix. It's the bearings. They get dry (no grease) and sometimes rust. I don't remember any special tools, just sockets & wrenches - a torque wrench is nice but not absolutely necessary. One side has a rubber boot - get a second one and put it on the other side (requires minor modification - plug a drain hole & make a new one). Whether or not you'll need new bearings depends on how bad yours are & how anal retentive you are. I cleaned mine off, greased them & left them in. They were dry & slightly rusty put not pitted or galled.
If the top ones are squeaking, you also need to grease the bottom ones. As I remember, the whole job took an afternoon for a first time. A lot of that was spent double checking - I am fairly anal about my bike.
