WEll, the point really isn't HP, it's torque. Torque will take you off the line and snap your neck, HP will let you go real fast. What most of these benchracers do is to get lots of HP out of their bikes and have to rev to 5000rpm before their bike can leave a stoplight. They lose a lot of driveability.
My GTS has 137hp at the rearwheel (gotta dig up the chart) but that doesnt' come in until high in the revrange, I typically don't climb over 6K so it's moot. I'm lucky that the tuning was done very well so the driveability is still there. THe GTS will still do 140mph which is well over legal limits, what's the point with a bike that can do 250?
