Damn - surging?

I dunno if what I am experiencing is the dreaded surging on my new 94.

Seems to be worse when the bike is cool, if I am in a low gear (1-2, maybe
3) and keep roll off and on the throttle at about 2500rpm, it really comes
ON and OFF instead of gradually applying throttle. Really weird. Any ideas?
