I would doubt that anybody other than a board-level electronic repair shop
could repair the ECU, and then only those few parts that are industry
common. The part is actually quite simple from a board-design point of
view, with very few components. Ignoring for a moment the design work that
went into building the thing, it could actually be built for less than $100
if you were talking quantities of 10,000 or more.
If your GTS is a 93, I would contact one of the bigger bike salvage
yards and see if you could obtain a used ECU. Somebody on the list actually
had one. Rev Baroon might have one.
If you could not locate a used part, then you are not loosing anything in
attempting the repair.

Just back from France minus my GTS -ECU decided the engine should consume
