I don't see this as any different from relicensing under an "or later" version of the GPL. https://www.gnu.org/licenses/old-licenses/gpl-2.0-faq.html#VersionTwoOrLater Same code, not the "owner", new license. But there is no need or purpose in relicensing the original code.
