I understand what you mean, but I don’t see it as a conflict.

I see two different roles with associated responsibilities: that of a
project member, and that of an occasional contributor.  (I think Andreas
(?) summarized it nicely but I can’t find the message.)

Sure.  I think the perspective again is that of having different roles.
This is not unlike, for instance, the different expectations we have
from a maintainer or a committer compared to an occasional contributor.
