A GCD is withdrawn at the sole discretion of the author(s), but initial support is not necessary to move forward in the GCD process. GCDs 007, 008, and 009 have made clear that this process is not working, the latter showing the worst face of the community. Unfortunately, GCD 001 can only be replaced by a new GCD. I think the most important change to the GCD process would be to give the community more of a voice in the authoring process. It has been difficult to achieve consensus when only one or a few authors have complete control over changes to the written document. There needs to be an initial period where the authors can survey the community before proposing a scope and text. It would even be good if co-authors of different dispositions could be recruited into the process, if the intent is to achieve actual consensus.
