The quick fix for dropping PD is just dropping PD and leaving everything the same. The main adjustments you'll need to make to vehicle stats is (a) recomputing hit points based on weight, (b) roughly halving weapon Acc, and (c) setting damage types (generally speaking, pi++ for 15mm+, pi+ for 10-15mm, pi for 5-10mm).
