That is why I more or less intend to go with adding a simple enough
"stance" modifier. Someone who is behind a wall and firing around the
courner gets the "cover" bonus based on how much the building covers the
target. This would be one "minor" thing as GM to consider when a player
takes a shot during the street fight. And, as you noted, such a person who
is partial profile to one shooter might be full target from someone
shooting from another location. I'm going to go with your assessment that
the bonus, if any, shouldn't be the FULL bonus as might be given under a
"target is covered by intervening objects". I might make it the normal
bonus -1 such that a 50% profile covered which (if I recall correctly) is a
-4 to hit - changes to a -3 to hit as a "Stance modifier" if the firer is
in a perfect "narrow" profile (ie turned sideways to fire stance).

If you really want to get technical...

Consider ricochets when the bullet impacts a surface like a wall or street pavement; book physics would imply that the bullet would rebound from the surface in a text book perfect angle. In reality, the bullet will ricochet off the surface and continue travelling parallel to the surface at a distance of between 12 and 18 inches. It doesn't usually matter what angle the bullet hits, so long as it ricochets, this effect is likely to occur.

So, if you have someone crowding cover as they do in all the movies, have the bad guy shoot at the wall or street about ten to fifteen feet ahead of them and you'll introduce them to the real world. :-)

Oh, for a real life example of this, read the AAR on the North Hollywood Shootout. The LAPD SWAT team used this tactic when taking down Matasareanu after his car was disabled.
