I do not know much about breeding race horses, but a bit more about horses bred for jumping and dressage. And there they bring in "foreign" blood on a regular basis.

Additionally, I do not know about any RULE BASED limitations for horses that should enter a jumping or dressage contest (other than that it has to be a horse and not a mule, and that it has to be in a decent state of health). But obviously the chances of a 144 pony against a 172 horse in a jumping contest are not equal at best - although there are special contest that are open only for ponies.

going outside their boundaries, the rules don't let them.  Racehorses
have a bunch of congenital medical problems, that some people would
like to breed out, and changes to the rules do get proposed from time
