I think it would depend a lot on where the habitats are located. If it's 95% water then I'd expect most of the habitats would be underwater, most likely ocean floor domes/bubbles. You could build floating cities, but they'd be constantly affected by wave action and the regular storms. If you build your cities underwater then naturally you'd need vehicles that could reach those depths. Also, ships that had a submersible option could dive to avoid large wind/wave action and storms. As a former submariner with the USNavy I can tell you that it tends to be a lot more comfortable submerged than on the surface. What I'd do is design a semi-submersible... a ship designed to operate mostly on the surface, but that could be made water-tight and submerge for extended periods of time. -- Chris J.
