I am also not a lawyer, but I've run into a few articles on the subject.  
    Right now US law is way behind when it comes to electronic media.  I 
suspect most of the rest of the world is in the same boat to one extent or the 
other.  Media is changing to fast for conventional lawmaking to keep up.  The 
laws are intended for items like paper books, records, tapes, etc.  
    The major industries are pushing hard to enact laws that would be next to 
impossible to enforce and put major fines in place for the few violators that 
they catch.  Like the music industry's latest.  If the proposed law is passed , 
you would be required to purchase a copy for each piece of electronics that you 
put it on.  One copy for each computer, one for each cell phone, one for each 
mp3.  The "Paper" industry hasn't been as agressive. Yet.  
    Personally, I believe that once you buy an item, you should be able to copy 
it in any form for your own use.  Giving it away or getting it from an 
unauthorized individual is wrong.  I think most Americans would agree.  
Unfortunatly, Congress will listen to the industries that give them the big 
donations.  So who knows what we will end up with.  And it will probably be 
outdated even before anything gets passed.
