It isn't just any bulldozer. It is the special spaceborne first-in model. One could do without the rad sensor, but the direction finding helps on worlds where local beacons replace GPS. Technically that could be simulated as TL6+ nav instruments, but there would be no maps or sextants, so I've choosen the radscanner.
