You'd need contragravity and frictionless shielding of some kind.  Or a 
sufficently large EMP to knock out the electronic equipment during the descent.

I doubt it. My bird uses reactionless thrusters for slow-but-quiet landings.
Reaction drives could avoid a hot reentry, but only at the expense of a 
big drive plume.
