Well, quite. I dare say a vehicle with sufficient lift would be able to
take a very slowly decelerating path, probably going round the world
several times, as it bled off speed in the upper atmosphere... but a
thermal protection system that could cope with such an extended heating
phase would be a significant challenge to design, and I fear is outside
the scope of GURPS Vehicles anyway.

He said TL11, think Reactionless thrusters. With sufficient thrust it should possible to de-orbit with little to no relative lateral motion, a minimum of vertical, & no rocket plume.
